Go into 'services' under 'Administrative tools'
and find Windows Image Acquisition (WIA)
Set it to manual or disable it.
There is a known conflict with HP products if this service is set to Automatic.
Also, here is a site that guides you to turning off other services.
I hardly have any services running.
Reboot after these changes.
