The GIMP has such a tool, but it seems silly to download and install it just for that.

It seems that Paint can give you the colour in RGB notation. Here’s how to get it and convert it to hexadecimal notation:

Load your image into Paint.

Do you see those buttons to the left? Click the third one down in the first column.

Find the colour you want in the image and click on it.

Go to “Colors” in the menu bar. Select “Edit Colors…” in the menu.

Click the “Define Custom Colors >>” button in the window that pops up.

You’ll see fields with the labels of “Red”, “Green”, and “Blue” to the right. Put those values into an RGB converter to get the hexadecimal notation. If you know hexadecimal, you could certainly convert them yourself instead.

If you need to do this multiple times, I’m sure someone will have a better suggestion.
