cybervillage -> user title feature

I just added a new feature in the cybervillage called "forum fun" and it will be used to modify anything in the forum. Currently there's an option to change your own user title (one in userCP will be removed) and there's an option to change someone else's title.

Because all of us have way too much cash, the prices are high, but as cash levels come to a decent number, prices will be dropped.

Now we can have fun changing other people's user titles. Admins can get theirs changed too. Everyone can. (this is one of the reasons guests cannot access the cybervillage. )
