That "might" be doable. We'd have to check all the possibilities for it though.

Skin hue's an iffy subject though because of elven/human differences. For example, some hues depict to others that you are, indeed, elven OR human. Hues like blues and purples and grays are reserved for elves. Same idea with humans, certain whites and brown hues are reserved for them.

So in order for this to work, the colors would have to be rather unique and not closely similar to any of the human or elven hues.

It's not a bad idea and would certainly be a neat little perk, but there's a bunch of scenarios to consider. If it were added in, I think it would be best reserved for a rather involved quest (And by involved, I don't necessarily mean difficult, more like it would take some time to complete). The color would be a status symbol and show to everyone that you worked hard for your hue (As this would likely be permanent unless you choose to revert to your natural skin tone).

Yes I know you meant that. I was saying that the color chosen cannot be similar to a race specific hue (Like oak would be too similar to brown or Invulnerability blue would be too similar to an elven blue shade). There's also a lavender purple elven hue that would be similar to a hue that exists in say, the dye room. Things like gold or vorpal blue are doable as well as a vast selection of bright neon/exotic colors.
