fletching Talisman. [fixed]

I have gm fletching and a 15 flecthing 16 exceptional bonus or something like that. I looked at my % exceptional for crossbows at 40% with just gm. I put on the talisman and I looked . . . it was 39.something. Not only did the % exceptional NOT help . . . it actually worsened. I think the code might be loopy or something. It worked with regular bows. Went from about 50% except to 60+.

Last I checked red was updating that system.
