I started looking into this...ability. It looks pretty spiffy and have planned out a pretty nice fork. I was under the belief that most of the resources were in and have decided to wait until they are all in before I really continue on with this venture.
One thing I noticed: It is impossible to make a 5 FULLY modded weapon. 150 points can make a really wicked weapon, but it will never be what loot aught to be.
Suggestion: With how hard it is to find these resources (might even make them harder to find) I think you aught to be able to make a 5 fully modded item.
Another thing: I figured that silver serpents would be considered a "fast" mob, so I did a coon last night and didn't find a single speed pearl. What do you consider "Fast," Death?

We did not want to make it possible as these give you full control over your wep.. Loot, its all based on luck and more varied. We may add in ones with more points, maybe very rare ones going up to like 200. The ones that drop off peerless will be 150 I think, but those don't drop yet.

In regards to the release of masterpiece resources, it's a highly sensitive system and each masterpiece resource that's put in the game has to be given a thorough analysis. -Number of points a resource should take depending on the overall usefulness of the property
-How common/uncommon/rare a certain resource should be
-How many of each resource can drop in fel/tram
-Which monster group should drop the resources
-What cap will the resource bring a weapon up to and what properties is it allowed/not allowed to stack with.
New masterpiece resources are released every so often. I try to release at least 3 a week but that's not always possible due to IRL time constraints. Just keep checking the news section, the masterpiece theatre and the masterpiece resources thread for new additions. Also, it's likely with this system that will keep adding new resources (For example, phoenix feathers which can increase your fire damage and fire resistance), after the main ones are in.
It IS possible to make a 5 mod weapon. You could make a 16 mod weapon if you wanted to. However, the more mods you add, the max intensity you can achieve will go down. This is done for obvious reasons as nobody should be able to walk around with a 50 lightning 50 dmi 50 ssi 50 HLD 50 mana leech yumi. The point system is designed to ensure that players have full control over weapon properties, but not to the extent that the system becomes overpowered.
Also, keep in mind that a large majority of resources only cost 1 point (Some even give 2 property for 1 point). Certain 1 time resources or resources that do not have a max percentage of 50 such as DMI, will generally cost more points.
As for what you can loot, there are differences. First off, loot may be able to give you three sets of 50's right off the bat, but that's it. Masterpiece weapons not only allow you to determine WHAT those 50% values will end up being, but for certain resources, the caps go beyond what you get from loot (For example, you can only loot a weapon with a max of 50% hit area spell where you can take a masterpiece weapon to 100%. Also, although it's not in yet, magic arrow has been discussed and we might allow it to go up to 60%). Also, there are properties you can put on a masterpiece item that you cannot have on loot such as lower mana cost, lower reagent cost and skill increases.
That being said, you could make a weapon like this:
50% DMI
60% hit magic arrow
25% hit life leech
for roughly about 100 points (Estimated value subject to change).
Also, in regards to certain monster groups, not ALL monsters are added to lists (For example, slimes are poisonous but will not drop contaminating slime). Also, if you see how many cold creatures there are, there's quite a ton of them. When the location says "Spawns on CERTAIN cold creatures" it means that not every cold creature will drop that type of resource, but you can generally determine that the roughest, most powerful creatures of that class will drop them more frequently.
For the speed creatures, that list is always being updated because there's a lot of monsters in the game that are fast and I can't possibly think of all of them in one shot. I believe my reasoning for not including silver serpents was that phantom asps took higher priority over them. I'll check their speed again though and they might get put into the list. In the meantime, there exist some creatures a lot faster than silver serpents (Moo if you can guess which one's I'm referring too )

minotaurs are the funnest mob in the game. They're just so funny looking, and they sound even funnier, and they can be allured which is a lot of fun.
