Just throwing it out there but can you use daemon tools to mount it like any other image file?

yeah, Daemon tools will mount the file. I suppose if you really wanted to, you could mount the image in daemon tools and then rip a new image off the virtual drive daemon tools created, but that seems a little convoluted.

Offhand though, I can't think of any program that will do the conversion that's free.

If all he wants to do is play the game then all he needs is it mounted. He didn't say anything about burning it.

Daemon Tools will get it done then. Install that and mount the mds file in a virtual drive. Then point your emu to the virtual drive as if it were a real cd.
