is there supposed to be a gump to accept or sumthing? cus there isnt on mine, and when i kill smugglers and beetles, there are no release papers.

There's no gump. You don't even have to talk to him. Just go out and kill smugglers. The papers only spawn on the beetles and they don't spawn everytime, but you'll eventually get some.

Yeah that was poorly coded, I should probably recode it to use the actual quest system.
