They'll be the bits beneath sealevel I assume.
I know it is a historical city but you really have to question how smart it is to rebuild.

Yeah for sure, since biologically it's a mess as well considering all the dead bodies, garbage, chemicals, etc that's in that water.
And even if they rebuild and make it safe, etc, it's only a matter of time till another one hits.
