cybervillage: stealing now harder

I set a time limit between each steal. There can't be a successfull steal more then once every 1 hour, and as for robbing the bank, it varries from 24 to 30 hours, technically 24 since once it's been 24 hours the rest simply depends on a random number each time the page loads.

So this should make it much harder to steal, and much easier to keep your ICs lol
