It's like money. Right now, you can only do a few things with it like change someone's member title.

Yeah it's pretty much it right now.

When I first introduced this system I gave everyone 500000

so the ones who have not came since are richer. lol.

Oh, so are you storing the money in the bank and your wallet is 0? When you buy stuff it only looks in your wallet. You can store large sums of ICs in the bank but it's good to have some in your wallet so that you have enough for whatever you want to use it for.
