Simulate a Server/Host?

I know nothing about this kind of thing but a friend is trying to simulate a server/host environment to edit and run forum script, without being online.
Can it be done? :unsure:

The only way really that I know of is to setup a server, wether it be on the same PC he's using, or on the LAN. Right now I have my server running on my LAN, so it's not accessable from nowhere but my house and I use it to test stuff.

well he can have a server, but how can he have a host or practice anything connecting to it. If it's on his LAN like red said, and if he isn't on the net, but his pc's are connected via modem or ethernet, then sure he can.
