This whole thing is very weird. I checked dev and test and the code was uncommented, but yet it worked fine in those environments even after a restart. I commented it as it should be and pushed the change to live, and it fixed it on live. So good news is you should be able to sell to vendors now. Bad news is, I don't know what other weird things may have happened with all this, because there's no reason why that code should have been changed and no idea what caused it to be changed.
