Dragon scales are a resource just like ingots and leather. In fel however, they do not double like other resources when collected.

I couldn't find a publish number for this change but OSI patch on 10/17/2007 changed theirs.
"Added double dragon scale resources in Felucca. Siege ruleset shards do not benefit from this change."
Just need to add scales *=2; to BaseCreature.cs and boom done.

feathers *= 2;
wool *= 2;
hides *= 2;
