A BRSK, or even a HRSK (runic sewing kit) will do this.

Horned gives higher base fire resistances so you are more likely to get very high fire resistance from horned leather using runic kits. Horned is highly favorable to necromancers to get high fire reserve as numerous necromancer forms will lower your tolerance to fire.

Barbed leather gives 1 point of extra resist so comparable to a full horned suit, a full barbed leather set (6 pieces) will give you 6 extra resists over the horned set, which is nothing to scoff at.

Add into that the arms lore bonus x2 if you use regular leather and then enhance.

Lets just say that any crafter that makes weapons and more importantly Armor of any type, should also have 100 arms lore. Its like tactics for your crafter, not having it is a severe handicap xD.
