Last time I bothered trying to buy from NPCs in fel i could only do so at Fel Bucs. I think i was able to buy from tram bucs NPCs too but I don't remember for sure (Still kinda makes sense because i dont think Tram Bucs has guards either as its still a pirates haven).

IMO Red's should be nerfed to Felucca, and stuck there. It's a punishment after all.

They are murderers. Felucca is kinda like a jail. But how would a random NPC joe blow know who is wanted for murder and who isnt? I mean too an exent you can also argue that as long as the murderer doesn't commit any crime while in a town or in view of an another person they would not nessicarily know that that person is a wanted criminal.
I'm sure murderers have walked around the mall before and no one noticed. Hell, the zodiac killer could be sitting in a starbucks drinking a latte right now for all that anyone knows and hes one of the most infamous murderers in history.

its kind of pointless having the whole red system anymore if they can go to Non-PVP lands isnt it?
I suggest allowing us to attack reds in trammal based guard zones and otherwise

Actually, that's how UO used to be during beta. People would call the guards, and they would come running in, lots of them!
