Skill Gain

I am trying to gain archery on a template. I am using a storm trooper bow, and shooting someone that is in Horrific beast form with a 3rd person healing. The issue is that Archery will NOT gain. Its stuck at 4.9 and has been for an hour. Yes I have skills turned down (2 in fact) totaling 220 points. I am at 719.9/720. total skill points.

solved the problem by wasting a skill scroll to raise it 20 points, which sucks.
