lock box stealables in fel towns

in the blacksmith/armors take out the ore spawn for the chests, or only allow for 1 ore to spawn.

As it is right now, if there is more then 1 ore in the chest, you cant steal it to empty the chest because it is to heavy, thus the chest doesnt decay and respawn. The chests in skati have had the same 5 ore in them for over 2 weeks, because the system doesnt respawn the chest cus it cant be emptied out.

cant steal it, you get an error, says its too heavy to steal
