As much as I don't like the fact that the average person can afford and obtain a lisence for a submachine gun or a high powered sniper rifle, I also agree with the clip. Mostly.

As for obtaining a license for an SMG, well, it depends on what you're calling an SMG. The vast majority of legal non-military/police weapons are semi-automatic and therefore don't fit the definition of a machinegun (semi or otherwise). Also, the same goes for "assault rifles". I own an AK-47 and a Hungarian variant of it whose military receivers have been replaced with semi-automatic receivers and therefore don't fit the traditional definition as a weapon that can fire in semi-automatic and some variant of automatic modes (like 3-round burst and full auto). That said, I can buy a 100 rd drum for my AK-47 if I wanted to (despite the fact that they're hell to load and not very reliable).
To buy a fully automatic weapon, you have to qualify for a class 3 license, which entails registering with the BATF, paying a stamp tax (believe it's about $200 per year), and getting a signature from your local sherriff saying that he believes your are of sound mind, etc. to have the weapon. Oh, and don't forget the background check. Oh, and don't forget that full-auto weapons are generally pretty darn expensive. I'm not saying $1,000 expensive, more like $5,000+.
In any case, gun ownership by law-abiding citizens is a fundamental right of the Constitution. It is the gray-areas in the regulatory practices that are the primary debate. I think that if current laws are enforced adequately, and if judges and magistrates and other individuals involved with reporting people to the "no-gun" blacklist use good judgement, then, on the whole, gun crime shouldn't be a terribly widespread problem. Here in Idaho, people have had all kinds of weapons for a long time with low gun violence. It's only since the gangs from Cali and elsewhere have been coming up that gun crime has been rising, but even then, it's been primarily limited to gangsters killing gangsters, which doesn't bother me half as much as gun crime against real people. Most of the recent murders in Boise seem to have been stabbings and bludgeonings.

I saw some guy on TV (a crazy survivalist guy) with an MP5, and that's really the only reason I don't like that we can own that kind of weapon. Of course, that's just a survivalist, not everyone that owns a SMG is like him, so I guess it's just an irrational fear. Besides, my dad's friend is a gun collecter and has literally walls of guns. They work, but they're also bolted to the wall. Very impressive collection.
By the way, the MP5 sure is a nice looking SMG, in my opinion. Those Germans, always making such cool weapons. . .

Yeah, they sure are nice. You can buy imitation "MP5" guns that are semi-auto and with a barrel extension (any rifle with less than a 26" barrel is considered a short-barrel rifle and requires a class 3 license) for about a grand or so.

I "mis-spoke". A rifle is supposed to have at least an overall length of 26". However, if the barrel is shorter than 16", then it's considered a short-barrel rifle and requires a special license.
