I think there's many answers to that question, as it's a dynamic number. Many factors step in, such as the room temperature, and the temperature of the tootsie itself, as well as the newtons of pressure applied using the tougue. We also need to factor in the physical size of the tougue. This calls for a scientific study to make a formula to calculate the number of licks required to hit the chocolate center.
