Sending Emails through Control Panel

Ok, I am trying to touch base with a few old members here. I sent an email to one and then when I went to send another I was told error because i sent one within 15 minutes?

So I only can send an Email every 15 minutes?

it's to prevent spam being sent out to members by bots.

I'll see if I can change the delay for the members group. though I think here its setup so even 0 post people are in members group and I want them to have a long delay. This may take longer so i'll do at home and not durring work. Most of the administration requires going directly in the DB since the admin cp sucks.

Not without direct sql access, half the admin cp returns sql errors.
