Tinker runics

I had the idea of....being able to craft runic jewelry? On OSI they have it so you can craft jewelry with mods, not sure if we have anything like it, so this is my idea. Let me know what you think.

Funny you mention that as tinker quests may be available in the near future with lovely goodies (Hint hint: ecru citrine ring recipes, etc).
