Anyways, I need help setting up a Proxy server, so where do I start?

Do you want to host an actual proxy, or use one? To host one, I'd probably go with squid, but I'm sure there's plenty more.
As for using one, there are plenty of free lists online.

Whats the difference between using one and hosting one? I want to access this site where my IP is banned.

Oh then you just need to find an existing one and configure your browser to use it. Depends on the browser but it's usually in connection settings.

I'm using Firefox, know how to adjust the settings to setup a proxy on that?

Go to tools/options/general/connection settings
Keep in mind that even with a proxy you can still be tracked down, theres not really any REAL way to be anonymous, but a proxy will at least be a layer and will let you get on a banned forum, for example.
