hotmail will not work with any client on your computer other then outlook express.
it will not anylonger work with newly created hotmail accounts unless you pay for hotmail account.
if you have 2 year (as of jan 2006) old hotmail email account then it will work as it did.
but any new hotmail account that you use the free hotmail with MUST Login to hotmail from the online html page and use the web browser client.
go to the menu tools then to account options to set the account up in outlook express?
not sure how in outlook but it should be about the same way.

In Outlook, go to "Tools -> Accounts" and it should be in there.
Now, as for it ONLY working in Outlook Express and not Outlook, have you checked to make sure that where it says "Account Name" he didn't just put "username".... For Hotmail accounts, it should be "
username@hotmail.com" even though Outlook will prompt you and say "This does not appear valid. Do you want to use it anyway?". (*Newer versions of Outlook don't have this issue, as they fill it in automatically when you select HTTP -> Hotmail."

It's possible either his e-mail address or his IP has been blacklisted on some of the SPAM filtering sites. I had it happen to me even though there was no spam sent from my address... someone was spoofing and my IP got blacklisted so anything I sent was blocked.
Google: E-Mail Blacklisting and you should see something about it there. If you punch in his IP on some of the listing sites (assuming he's got High Speed) you'll be able to tell if it's blocked.
Hope that helps.
Actually this link might help:
