cybervillage - transactions + moneyformat

I added a transaction feature to the bank. Go to a bank, and click "view transactions" on top, and on the bottom a new table will apear with the latest 15 transactions. That's anything from buying, stealing, or people buying, stealing from you. Wallet transactions will show up at any bank, while account transactions show up at the bank the account belongs to.
Also you'll notice ICs now show up in an easier to read format, I tried to cover mostly any instances where ICs are displayed. For topics I won't change it as it's a whole different proceedure for that, but most of the village itself has the format covered.
