Like the article says, this could make the attacker kill the victim. Does this also protect against anal sex? If not, more rapists could engage in that. I would imagine that the country would then see an increase in HIV since receptive anal sex without a condom is more likely to give you HIV than any other sexual act.

Yeah that's another issue as well. And a device like this would be rather uncomfortable if used analy as well.
The problem I see though is if the device is not inserted properly it could hurt the woman using it so it could be dangeraus.
Laws simply need to be stricter against raping, that's what may help.
