Update [july 20 07] - Balanced weapons

* Added the "Balanced" attribute. I implimented it differently than OSI. The property can drop on any 2 handed weapon in loot or while crafting runic weapons. So its possible to have balanced bows as well as balanced halberds and such.
*Did some back end changes to region code, this really only concerns staff. I will set [go locations to various events and such to make it easier. As a result of this new feature I coded I will remove the gate that goes to event lobby, as it will only really be needed for people to go in after an event is over for the prize. This new system will make it harder for people to just show up last minute to events in green acres.
*using spells such as recall and gate travel no longer work in, or to, green acres area. Instead, use the gates provided.
Note: support for 6.0.1.7 client has NOT yet been implimented, please do not upgrade to that client. As always, backup you're current installation to a safe spot in case you have to format and that I end up not adding support for it.
Fixing these packets may indirectly add support for KR, which would put us in a legal situation we may not want. However, since adding that support is not me directly wanting support for KR, it may still be legal. I'll have to decide on how to handle this one.
