special shots [fixed]

These do not work properly, or at all. Mostly posting for my own reminder:
- Talon Strike
- Frenzied Whirlwind
- Riding swipe
mount must be healed before being able to remount
perhaps increase delay before it can be used again (make it resist like para blow)
- duel wield
- blade weave
- force arrow
- lightning arrow
- psychic attack
- snake arrow
- force of nature

Sounds good. I would check most of the SE special shots. There may be a few that aren't working right such as block (Have not tested its use).

If anyone has any information on how these special shots work (more details then what stratics/in game description say) I'd appreciate it. I got started on them and I'm making up lot of values trying to stay balanced but if I can get actual information it would be even better. These things can always be changed later, too.

They have all been added but may not be osi accurate, so if anyone finds something that's way off and has more info I can change it.
