reordered forums a bit

I did a little change, removed the welcome forum, and put the private category at the bottom instead of the middle of things, as we don't really use it that much.
We've been getting allot of new members but most don't register so I think it's best that we welcome new members on their first posts like "btw welcome to the forums" or what not. New members are more then welcome to start topics to introduce themselves, as well.

so that is what happened I thought i was seeing things move on me.
