removed guest access to cybervillage

Since the cybervillage is a user based thing (currency etc) figured I'd remove guest access instead of just having guests share the same accounts. It will hopefully encourage people to join. 
Also, for some reason the lottery bank account was with the guests account enough though the ID is not 0 for lottery... so that's not good.
So guests must now register to use the cybervillage.
