I really haven't had my eye in the emulation seen lately, but as far as I know, not yet. I beleive the first ps2xboxgamecube emulators [the software you would need to play those games on a pc] are just starting to take shape, only playing demos, and maybe 1 or 2 commercial games and very poorly at that.
Truth be told, it takes a very long time for an emulator to develop to the point to play commercial games with any kind of faithfulness to the original. Usually the console the emulator emulates is about dead by the time it's any good. For example, NES, SNES, and Genesis emulation these days is near perfect, whereas PSX and N64 emulation is starting to look really good. So it will probably be a few years before xbox and ps2 emulation gets to that point, which is kinda good because emulators are generally developed so you can play your old favorite games long after you've moved on to another console, not so you can play the newest games without having to get the system.

Glad to help. What those kids heard of was probably a hoax emulator, making false claims about supporting all kinds of commercial games. They always seem to pop up just as legitimate emulators are beginning serious development.
