Indeed, ive seen this done on quite many shards and it works nicely.
Basicaly you click the house sign and pay the amount requested and the house is yours.
Now what houses to make buyable? There are quite many huge ones what have like one beggar in them...
What do you people think?

Details
With this system you can not only sell static buildings to players, you can sell or rent any portion of land in any shape and size! Nothing like owning Blackthorn's Castle, or the center of the Hedge Maze! Good way to give many of the never-used areas of the game some life.
These houses come with all the housing features we've come to love: lock downs, secures, private, public, vendors. In fact, it's derived from RunUO's own housing system! Setup is fairly simple, with a step-by-step menu to guide you through the process.
Players can also rent out their property, as long as they own it! By speaking the "Create rental contract" command in their home, players can rent out unused rooms and make a little bit of cash on the side. This also works with classic and custom houses! You can also require players to have a renter's license to rent property, which you will have to add for sale. You can find that option in Misc/General.cs right near the top.
To begin as a staff member, use the command [TownHouses. Here you can create a new TownHouse through the setup menu. This menu takes you step-by-step through the many different features you can apply to the home, with detailed explanations at every level.
In brief, here's all the neat things you can customize with the home: lockdowns, secures, the area and floors, the sign location, ban location, whether or not to include items in the area with the purchase, restrictions on who can purchase the home, how much to charge, whether it is a purchase or rent, automated price suggestion.
While the home is owned, you can change its price, lockdowns, secures, its area, and ownership requirements through the now invisible TownHouseSign. Just in case you need to adjust the home!

Yep, thats the thing, biggest houses what should be allowed should be like that warriors guild castle in brit, trinsic museom and nujelm museom, but things like blackthornes castle and lord brits castle should not.
Also i think it should work this way: if you buy house what has room at sides of it (roads isnt counted) but houses what have like areas of grass next them could get fencer areas, i mean, its like house but it doesnt have walls nor floor, so basicaly you own that land, it has own sign and all, so you can make yards and stuff, houses decoers paradise.
The area could be sold and made by gm, depending to that size of the area, nothing huge of course.
Ive seen this thing really do wonders on certain shards.
and know whats the best thing? static houses dont cause lag at all.

Actually would be neat to to make it so you pay monthly, rather then one time. So LBT castle would be a couple mil per months, LB castle even more, etc. This could be the ultimate gold sink. This will require tons of testing but I'll look into it, given the script is made. Keep in mind its not a priority but I'll download it and keep on back of my mind.

I think the owning big static houses and status symbol places like LB's castle should be taxed. You're paying to live inside guard zones, and occupying space that requires you to be an active account to maintain. It would suck, if people made a bunch of account and bought the best places, and then never played.
Overall, I like the idea.

Yep pretty much why I want to make it timely rate instead of 1 time. I would not expect anyone to be able to afford the prices I would put on some of the major buildings, but they're there for the "woah I wish I could afford this" factor. Someone who does manage to buy it and maintain payments, well thats a big accomplishment.
I think I'd also restrict it to being public, but you could still have your own private secures, put vendors. Now imagine how cool a player run vendor mall in a static house would be.

making them only public, no man, that wouldnt be nice.
LB caslt eshould most definedly be non buyable, same with everything what has big role in lore.
about payments, most definedly not, what if you go to one week vacation? more clever way would be to allow only one house owned by one player, if you get cough multiaccounting /multipersonating, you'd get serious punishment.
But most definedly no taxes, atleast i want things to be simple, and if i buy a house at some town i definedly not want some people to come in freely and walk around horse in my living room, if its not a shop

and no i dont mean you could be able to own things like brit docs, brit gy or nothign like that, basicaly no free land thats inside towns.
now someone said: if you live inside guards you should be paying for it, no worries i have a solution for this, felucca has less merchants and shits to remove anyways, make them houses buyable at fel only, it will also increase the traffic in fel.
but anyways iam happy to see the posivite outcome of this. i was pretty sure that some of the people in here who have played only demise or osi and keep valor as just a 'funnycopy' of demise would be agaisnt this.

This could be another way to bring people into Fel. You can make the public buildings only purchaseable in Fel or something.
Hmm... don't know how hard it would be, but get the faction system involved so that they can effect the prices a bit. So if a faction took over a town that an apposing person owned a giant building in, they could charge a slight extra tax or something.

Well i think if u want a town house thats in the town and is used by some vendor or something like that or has a role in the game u should be able to buy it but it would be taxable and public.
But if its an unused building with no regular npcs or hopes of using it for daily gameplay it should be nontaxed and private, but if its in guardzone it should be taxed.
Than i think if gms plan to build static housing custom built than they should be just non taxed private buildings like anyother home would be.
This would be a great idea for events say someone wins a big event maybe they could own a nice static house. I love the idea of being able to rent off the property to other people haha.

factions are issue of course, but that can be solved by makign a little improvement to the faction guards(now i only mean improved guards to them 'faction main citys' meaning: yew, brit, skara, maginicia) anyways the improvement could be that they can kill enemy faction members to their houses, now iam talking about player own houses only.
i have a solution for pretty much everything in this case, as ive played 3 years on custom shard what had only static houses. and it was rp shard with religions ability to jail players/put them into a magical stone(for like 2months), and it was all fel, no insurance.

I think it would be cool if you could make it have like a house that like could be purchased for like the whole faction and everyone in that faction owned it.
Or a house where a whole guild could own it.. it would redefine guildhouse lol.

idea is not to remove all them vendor houses, like blacksmiths in brit would OF COURSE stay, same with all them buildings what ar eimportant when looking at the rp aspects of game, talkign about: blacksmiths, bakery shop, tanner, inn... and so on, you get the idea.
Easy solution to the vendor thing is to give player ability to choose to make it public or not.

now now, dont make things complicated, you can share the price, one can own it and others can be in houses co-owner/friend list, and everyone would have equal rights, everythign does not have to be gm made. But thing like yew cryps could thecnicaly be made static, so that the current CL of faction always gets the owner title of it, it would be nice to have som deco in them bases also and no i dont mean blocked entraces or anything like that (if done, should be punished)

I've played a couple shards that did have this townhouse system and I loved it. They would usually allow a person to have one custom house and one static house, but that's up to Staff discretion. Anyways, I always tried to buy the Counselor's Building in Skara. Two bugs a found when living there was sometimes there would be a crystal staircase that would pop up in the back right corner of everyone's static house and the GMs said they couldn't remove them. The other problem was that in certain parts of the houses, interior decorator tools wouldn't work. Aside from those two problems, I loved owning a static house, it was the perfect place for a museum or vendor house.

dunno about that but ive seen it fully functional, witouth any bugs so it is possible.
About interios deco tool ive never seen it used in static house, one thing is to make commands similar to the 'i wish to lock this down', it could be: 'i wish to raise this', 'i wish to lower this', 'i wish to turn this' and that would act the role of interior deco tool inside statics house. This ofcourse depends to the reality that can squirrel code this or does he want.

I love the tax thing tbh. Just make it discount from the guy's bank or something. But not something like 1mil per month, but 100-500k or so. The first shard I've played on was funny too. Someone bought LB's castle in Fel, and no one could get in for the sigils.

forget the tax thign really, in longshot why would anyone pay 500k each month for an house when he can make custom one much cheaper?
