water cooling is not loud at all it is the fan and pump that makes the noise there.
and the sound of the sizzeling when the water hose leaks. .
and cork is a good idea too. any surface pad that will take the shock from the tower hitting the hard surface and not transmit the vibrations is good.
one more thing that might be the one to get rid of the noise for good in wldkos's problem with the wall and cpu tower is simply this.

take a lesson from speaker unit builders.
build a case unit slide the tower in and bounce the sound around enough that it is not loud by the time it gets out..!!! whats that you are saying roving?? simply this
make a box out of wood tall enough for there to be four inches of room around the top of the computer tower and down the sides of the tower.
then make the sides of the box long enough to reach five inches back from the front of the computer tower when the tower is setting in the box.
and make the top and bottom of the box long enough to reach one inch from the rear of the front tower cover.(the front tower cover is the part with the door or buttons on.)
and is back from the rear of the box by 8 inches.. ( i just mean not to slid the tower all the way back in the box but leave it 8 inchs from the rear) that gives you room for the cables.
now with the tower sitting in the box (make sure it is sitting level. ) take and make a front for the box to fit snuggly around the tower and slide it back to meet the top and bottom of the box but do not take it back to meet the sides, you need that space between the sides and the front of the box.
now the front of the box should reach out past the sides of the box by 4 inches.
ok as it is now you should see the tower front so you can get to the cdrom trays. but there should be what looks like a huge box built around the tower.
now you need to put a top on the front panel of the box to reach out to the ends of the front panel and to reach back to the rear of the box. there should also be two more side panels put on to the front panel so they reach to the rear of the box.
what you are doing is incaseing the computer tower in a pair of boxes, that are not connected to each other only by the top of the boxes and the bottom of the boxes. the sides of the box wrapped around the rear of the computer do not touch the computer tower at all and do not touch the front box panel. but there is a four inch air space around the top and sides of the tower and eight inch air space to the rear of the tower it is all inside the rear box, the front box is touching the computer tower and the top and bottom of the rear box. but not the sides of the rear box. and the sides of the front box are touching only the top and bottom of the rear box.
now your looking at a huge box on the floor you can only see the first 2 inches or so of the computer tower sticking out of the front of the box. you see nothing else but box until you turn it around then you see a huge box on the floor, but it has two four inch openings on each side of the middle of the box which the middle is ten inches wide and is four inches taller then the tower was.
ok now your wondering how to connect cables to the tower.
simple you see the rear of the box take a jigsaw or dremial cutting tool, the wood is three quarters of an inch thick so what ever would cut that thick wood is what you use. and take a drill bit and drill motor, and a penceil or marker, you need to draw out a door. in the middle of the box make it large enough for the cables and your hands to fit through, about a six inch wide by ten inch tall door should work, ( just make sure you get it in the best location for the wires) now take that drill bit and motor and drill a hole in the door corner so you can get the saw blade in to cut the door out.,
ok now the door is cut and you have a huge hole to let the cables in, now before you say but the noise will get out.
you take that door and you measure how thick the cables are at the point they would need to pass through the door, if they are one inch thick you then cut one and one eighth inch off the bottom of the door panel.
now your in need of some hinges to put the door back on the box so put the door back on the box.
ok now your back to a box but with a door this time. and holes for cables. but the sound will come out the door holes. no it wont go to your mom and or wife or girlfriend and get them to find some cotton beading you then take that and glue it aound the door but do not make it so thick the door wont close. also take a strip of it and put it across the bottom of the door opening to lay the cables on it.
now when you hook up the cables the cotton will seal the holes and keep the sound in.
Oh !!! okey great now i have a huge box in the middle of the floor with two huge openings in the back and a door with cotton seals and cables coming out of the box, thanks roving cowboy BUT THE SOUND STILL COMES OUT THE REAR OPENINGS!!!!!! OK Hold your hoss'es your not done yet.
you remember the sides of the rear box are not touching the front of the box.??
now you can unhook the cables from the computer and slid the two boxes apart.
ok now you need to get some carpet either shag or matte carpet shag is better. you or your dad now takes that carpet and nail it to the inside wall of the sides panels on both the front box and the rear box and to the top of the rear box, now where you cut the door in you should put carpet on the inside of that rear panel also.
now since the side panels are not seen because they are inside the front box you can also put carpet on both walls of the rear box's side panels.
oh wow i see that carpet will keep the sound from making out of the box.
that is cool.?? speaking of which now that i have this huge capet padded box incasing my computer tower the fans cant move the air that much and it stays in the back of the box by the cables. and the tower is running hotter.
that is no problem now either because the box is padded you can take a small five or six inch office personel desk fan and sit it inside the case back by the cables and have it blow the air up to the front of the box and back out down the sides to exit the rear of the box.
and that fan can be plugged in to the house wall and its power cord will will be sealed by the cotton door seal like the rest of the cables.
and the air is the only thing that will be comeing out the rear of the box besides cables.
the cool air is coming in to the computer tower by the holes in the front of the tower which is sticking out the front of the box.
cool a quite room and a cool computer tower.
