The trick is to move slowly. Let your eye rest on each dot instead of trying to look at it as a whole.
Just to make sure there were no black dots, I ran a few filters on it with Photoshop....

I can't see it now, it just says "IceTeks forums posted image by takahita_tsukino" (some little mod I made instead of just "user posted image").
What I find funny is that this software displays the "alt=" text instead of showing a red X when an image does not exist. I wonder how it does that.

I've seen that before a few times. It's a pretty neat effect. It's fun to shift your focus and watch the dots jump around
