could they count as 0 control slots? they don't fight they don't die or need to be fed so whats the point of being a follower?

The main reason awhile back was that a 5 slot follower would give you a penalty of reduced speed as you could not mount. There was a large stink about the implications of mounted speeds and greater dragons on OSI but the uproar has died down that it probably isn't even an issue anymore, most people have adapted.
Therefore, I would say it's a possibility provided that a lot of consideration is given before it is introduced to ensure that nothing has been overlooked.
What we can do is work on a list of potential problems that could occur with freeing up the follower slot, then run a vote on what people think about removing the follower slot requirement.
