When using pack instinct pets, you need at least 2 creatures of the same pack instinct in order to get a damage bonus. You don't have to fill your slots in order to get a bonus.
For example, you could bring around 2 frenzied ostards and get a pack instinct damage bonus OR you could bring around 5 frenzied ostards and get a pack bonus. The difference here is the more pets you carry around with the same pack bonus, the more damage each one will do. This is why people bring around with them 5 hell hounds or jackals, because the damage is huge.
If you were to bring 2 coeurl with you, you would get a pack instinct bonus for both coeurls. With the extra slot, you could do a few things:
2 coeurls + a 1 slot pet with feline pack instinct will give you the best bonus (try a hellcat). If all of them are fighting the same target, their damage will increase by 50%.
2 couerls + some other 1 slot pet. If it doesn't have pack instinct, you won't get that extra power so instead of them doing 50% more damage, they will do about 25%.
