I have read some post on ways to get gear a question or 2.
What is a gauntlet char? have never ran it before. Is it soloable?
Does the tok champ give power scrolls?

A gauntlet char is basically a char setup for gaunt runs. They are fairly easy to solo if you have a pvp char.

1) A gauntlet char is a character that's suited and skilled to handle the champions in the doom gauntlet. The doom gauntlet is a series of different bosses, usually spell casters or powerful melee bosses. This is where Doom Artifacts are obtained. Popular gauntlet templates include: tamer, chivalry archer, samurai necromancer (AKA: sampire) to name a few.
Many of the champions are soloable, particularly melee types (impalers are slow and easy to outrun). If you die, it's not hard to get a res if necessary but if you're alone you might have to shell out 5k gold to the healer in the gauntlet.
2) The tokuno champ spawn does not reward power scrolls. Only champion spawns in felucca will reward you with power scrolls.

So if i understand this correctly.
Steps for Gear
A. Farm paragons to get gear for step B
B. Farm ToT's to get gear for step C
C. Farm gauntlet to get gear to get powerscrolls and AoAs

Runic crafted armor is really easy to make and the runic tools aren't hard to get at all. Tots are also simple to get, even for new players (Kill deathwatch beetles). You should easily be able to make a decent suit out of tots and runic armor in a few weeks. Once you find or purchase artifacts, you can begin replacing your suit with better items.

Start at step B to get your RBC, Kasa, and Gloves of the Sun. Maybe Swords of Prosp too, I used them when I was new. Those are the starts of a good suit.
Then go into T2A and try to get a baracoon spawn. Tortoise is a great place for a new player to do a champ. City of the dead is nice, but a little too big of an area. Don't try marble or oasis, you just wont be able to cover the area by yourself. Hoppers, Khaldun, and the one between Cotd and Marble are ok too. Bring a guy who can rez and park him somewhere safe. You probably won't be bothered out in T2A, so you should be able to get the spawn done. That will get you some scrolls and an AoA or 2.
Once you get a decent spawner suit, try coon at despise. You probably will only run into a pk every now and then.
But if you have the patience for gauntlet... go for it.

I could be wrong here but I believe tok spawn does give 105 power scrolls.

That's mainly a temporary thing as there needs to be some kind of reward for progressing those champ spawns (however minor). We also don't have SOT's so they're more of a placeholder until we get those functioning.

Whatever gives you all 70s, high mana regen probably, just to keep up with special moves/paladin spells/whatever, +stats, max DI/HCI/DCI...

all 70s isnt as important for an archer as a melee or any class that is going to "duke it out" in pvm/pvp. Your main focus should be on HCI and SSI(which you get both from items and your dex). Mana leech and mana regen are both important, the former a lot more useful than the latter.
A lot of it depends on your playstyle, it will take better items to make a suit for a 4/6 holy light spamming archer than the chiv disco archer I use very sucessfully for pvm.
Here is a list of some of the more important items to use for making an archer:
Arms of bane - good resists and bonuses
Jackal's Collar or Necklace of Rage
Helm of Rage
Lightning shoes or Dex boots
Stormgrips or God's Wrath
I use RBC for my default tunic with almost every character
Robe of Regen, either stam or mana
And if you still need resists, throw on a Kasa.

artys are all good but most of the time its just the armour you get from monsters by chance. If your making a mage you should do lrc so if you die you can strate away heal instead of getting regs off your corpse
