can you put the prices down for that vender hardly anyone has that kind of gold anymore i mean 15mil for arty deed thats alot for one arty.

That vendor is more or less there as a gold sink. These are items that can be gotten in other ways in the game, and they are expensive so that the other ways of getting those items are not rendered useless.

just go out and kill the stuff. Do coon, you will get a lot of stuff to gamble with him. Or collect the 15 mil gold, and use the arty deed to get a Peasant's Bokuto.

Barracoon the Piper. He is the champion of the Vermin Horde. He is often referred to as "coon". Champion spawns involve killing a large amount of lesser minions (such as rats). They will increase in difficulty as the kills go up (to ratmen and ratman mages). Kill enough of his minions and he will spawn.

Coon's pretty easy and can be done solo without many problems. Necromancers tend to make short work of the spawn.
