According to stratics and uoguide:
The Damage Increase from both talisman-based and instrument/spellbook/weapon-based Slayers is cumulative, or stacks, subject to the 300% cap.
However, I've tested this on the test shard and it doesn't work. Was doing x damage before first slayer, doing 2*x for w/ one slayer on and only 2*x w/ two slayers on.

Double-slayers stopped working (were "fixed") ages ago. I bitched about it and everyone was like, whatever.

Red removed that awhile back as double slayers were doing too much damage, based on the way the slayer property is set up on aov. I can't recall if he removed it completely or just lessened the effects of the second slayer.
When talismans and slayers are revised to match accurately with the way OSI intended them, the double slaying will return.

Wouldn't have posted if I knew it was removed on purpose.... I actually searched the development board and there was nothing on slayers at all...

The slayer removal thing would be displayed in the news section under updates (Actually, now that you brought that up, probably wise to make a forum specifically for those publishes so it's easier to find).
Future talisman changes are not shown in the dev network as it's part of the revamp project which involves a metric ton of changes and fixes. You can pretty much think: "If it exists on OSI right now, it'll exist on AOV after the revamp" with a few exceptions.
