They are murderers. Felucca is kinda like a jail. I'm sure murderers have walked around the mall before and no one noticed. Hell, the zodiac killer could be sitting in a starbucks drinking a latte right now for all that anyone knows and hes one of the most infamous murderers in history.

Actually, that's how UO used to be during beta. People would call the guards, and they would come running in, lots of them! Though I COULD make it so calling guards always works, but I want to make guards actually NPCs, that way you can try to do crime and try to get away with it, there's more thrill to that.
