You must have terrible luck on your character cause I pull absurd items off corpses all the time. Using honor to gain perfection and bumping your luck really increases the quality of loot. Tamers with a lot of luck help as well.
I found this in a recent post, now EA made an announcement that the luck gained from perfection had nothing to do with the items looted from a corpse. The coding calculated the luck for perfection but then was never actually applied to the creature you killed. Even though there was a luck calculation, it didn't do anything.
So have you changed this on Valor so that it is applied to a creature, or are you slightly mis-informed here?
Squirrel/Death can you investigate please???

that sounds like it was an OSI bug, which we did not inherit here. As far as I know the luck is applied.
But here's the kicker, in the loot system the luck variable gets inherited all over the place, but at no point is it actually used during loot generation. I modified that so it does have an effect here, but in typical RunUO shards it does nothing.

I read about that but did not change anything as there was not enough evidence to prove that theory (The one I read was in a 'Five on Friday' entry that it was brought up).
I also found it quite odd that a luck calculation was made but never applied. It could be a beta script that they yanked before production so it is possible that there is no luck bonus being applied there.
Perhaps OSI changed it in a recent publish and I'll be willing to investigate that if it turns out that it's true and there's enough evidence to support it.

There's a shortage of magic powder in the animal kingdom?
But seriously, which monsters are you fighting and what's your luck?
Ancient Lich, Lich Lord are what I've noticed it on. Luck, 139.
Ah k. Well what I can say is sometimes items appear with no properties. I've noticed this in dungeon chests, loot packs and treasures. Think it's a design in the property system where sometimes an item can appear with no mods.

Yeah all this will change when I redo loot system, its in the works for the future along with a bunch of other major system overhauls, including the elimination of world saves and real time data i/o.
With current loot system say I tell it to make an item that is 20 to 100 intensity, it will randomly ignore that and make whatever it feels like. It's a really brutal system.

Here is your answer:
liches, lich lords, and ancient liches all drop a plain gnarled staff as part of their auto lootpack. They are supposed to be holding a "staff" in their hands, and it drops as loot. It has been like this almost since the game came out (can't remember that far back exactly).

Once again d brings up something I overlooked. He's 100% exactly right.
Some monsters, creatures and other monsters have an item they always drop. Ronin and other monsters (Brigands for example), drop a non-modded item. They are usually holding it and switch weapons from time to time.
Sometimes monsters drop regular items as a standard loot pack item as well (Savages have masks every so often without mods. Orc have orc helms, etc etc).
Balrons have that annoying regular sword to pass off as "uberloot" but we know they drop that for shits and giggles. If it falls on numerous corpses, it's probably a standard drop.

Dude. I've been playing for 10 years. I know this. Unless AoV has somehow turned gnarled staves into cleavers and double axes.
Edit, add a battle axe to that list too. Edit2, Viking sword.
Which reminds me, unless its a tchest or chest of heirlooms, which spawn plain hats and tallys, the plain items seem to be all weapons. A clue?

Again, this I know. AL's don't drop gnarleds BTW. Ballys, Savages, Orc Choppers, Rat Archers, Bandits, Etc Etc Etc, I'm talking the loot pack is spawning nullmod loot. This happens on all runuo servers I have played. Its a runuo thing.
You guys are pretty genius when it comes to fixing their fuckerydo, so I thought you'd know.

Although I can't confirm this until I actually look more into it, there are some creatures who have numerous plain weapons in their bags. Some monster switch weapons mid-way through battle or are given plain weapons so that the AI can do its designated attack (That's why changelings have plain instruments, so that they can do barding if they change into you).
This IS actually something that's different on AOV, but that's because our AI is unique compared to other runuo servers.
