DCI and parry are completely different things.
DCI increases the chance of an attacker to miss. Parry increases the chance that if you get hit, you block the attack.

No. DCI and Parry are not the same. DCI cap is 45 regardless of if you have 0 or 120 parrying. However, Parrying and DCI are complimentary, meaning if you fail a parry check, it falls down to a DCI check. I'm not sure of OSI changed it recently so it was Either or instead of both (Chances are they did with bushido mages). That I'd have to eventually research.

If anything parry should lower the DCI cap, as DCI + parry means you'll never get hit. Something for later, but now I don't think its that much of an issue but I could see it become one.
