Fishing and Luck

Does luck have anything to do with treasure chest's that are fished up? If not could someone explain to me why not. It just seems fitting that fishing and luck should go together.

No, luck has nothing to do with the chest from SoSs. The level of the chest is determined when you extract the scroll from the bottle.
As far as I know, luck has nothing to do with regular fishing either. From my experience, it seems to be just your real life luck with the random number generator. Although I do agree that luck should play a part in regular fishing, just not with SoSs.

Luck does not affect the loot in any treasure chests. The quality of loot is affected by the chest's level (In the case of SOS's, it's about level 3). Chests have always been that way.
Same idea with fishing. Your chance is dependent on your skill in fishing.
