Update [June 03 08] - CTF/Misc fixes

* Treasure chests that have been spawned for over 3 days will get deleted at server wars. This will ensure any chests that happen to spawn in bad locations will not stay there.
* Made it so when you die in CTF you can still run around dead for a few seconds, then it will teleport you. The insta timer-less teleport was too bugged.
* CTF flags can't be taken if the other flag is taken already. This is a flag set in event controller so not all CTFs will have this, in the future I may mix around settings for variety.
* Getting colored nets is now 10% instead of 1% (green being normal, colored being any other)
* Kraken no longer drop nets
* Gargoyle pickaxes can now spawn sand vortexes which drop sand as loot
* SOSes can now drop randomly on sea serpents and kraken that are spawned from nets (Before, sea serpents had a 0% chance to drop them if summoned from a net).
* Changed frostwood color as well as any items that were the old hue. Did not realize till now that our current hue was not OSI accurate. So for consistency, decided to change it. Note that a few things of that hue may change temporarly such as crystal demon but they will then respawn as normal.
* Fixed some loot issues with chest of heirlooms (weps were not spawning)
* Fixed crystal demon teleport issue
* Fixed a crash bug. Was a built in RunUO feature for email I decided to turn on, but found out the hard way its buggy out of the box, so removed it. Nothing too big, just thought it would have been cool. (staff reports to email etc)
* Fixed issue with house rubble not working. (again) hopefully it wont magically stop working this time. As a result, houses can now be placed on rocks and possibly other surfaces which I'll continue to monitor and test, but seems to be due to a Z index hight thing.
