Update [Feb 27 07] - Random fixes

*Brace of travel has been fixed so it will not work in regions that you can't recall from, as otherwise, it could have been abused.
*Dying in green acres does not cost insurance money - this will make it so all events won't cost insurance wether or not the event itself is coded to handle that part. I was originally going to code this for just the tourney system then decided to just map out the X/Y values of each section of green acres so dying withing those ranges in fel or tram will not cost any insurance money.
*Apocalyptica elemental damages have been set to 20 instead of 25 as the calculation to hit 100 was way off. They will be globally changed.
*Fixed most of the bugs in the tournament system. We'll have to run a tournament to see if there's any more. I tested as good as I could with 4 clients, but managing any more then that gets really slow.
