Ninjitsu overhaul

Ninjitsu is VERY outdated in RunUO base and while we changed stuff around here and there, we never really did a total overhaul to bring it up to par with OSI, or at least close enough. (like some things I wont add is the caps, they're too high on OSI)
A few minor changes have already been applied to TC1 but there is still a lot left to be done. In general this should enhance that skill, but at the same time we will ensure it can't be gimpified. Certain things OSI has not thought of may be implemented to avoid abuse of certain abilities.

Such as some of the tracking bonuses that no longer depend for damage. Not to mention that half of the abilities aren't working the way they should be, giving less bonus than merits the mana.

OMG ! thanks guys seriously deathstrike was killing my mana stackign up 4 deathstrikes = 80 mana which with lmc it should only be 13

Aye, but if they do it right, deathstrike won't do shite for damage on archers unless they have hiding/stealth or something.

Most ninjitsu abilities are disabled for archery or have reduced damage for archery (Or are supposed to). Like the ki-arrow bug back in the day, it's obvious why OSI decided to do that. Because pure ninjitsu requires 3 skills (Ninjitsu, hiding and stealth) to actually perform some of the abilities, there will be a greater benefit to ninjas who pursue all 3 instead of just putting ninjitsu in your template and dropping hiding/stealth (Mind you, there's still quite a few things you can do without those skills).
Most of the changes will be close to OSI within reason (Some things OSI do are retarded). Changes will be better than what runuo provided (Shoddy code and incorrect specials) but not be exactly like ninjas on OSI (Some of their methodology is complex for absolutely no reason, not to mention some things are simply gimp). You might also expect a few new animal forms to make things interesting.

Mirror image is sadly, probably the only ninjitsu spell that works the way it's supposed to so if there are any changes done to it (Which does not look like there will be) they will be slight.

I had to do a few minor changes to them but they were just AI issues. (like the fact that they cause to be guardwacked)

Lot of ninjitsu fixes are on TC1 if anyone wants to test them out. They still require some testing before its put live.
