Update [Feb 09 08] - misc fixes

* Did AI tweaks pertaining to mana management algorithm. Mobs kept mana dumping until they hit 0. Now the gradual decrease curve has been shifted to encourage mobs to keep a good pool of 20% mana or so. (a few 100, when considering bosses). This should also benefit tamers as their pets will keep up damage longer.

* Fixed bug in grizzle quest (Coheen)

* Mobile are now limited to special shot uses with the per use delay, like players. For some odd reason there was a check that made it always return true for non players. The calculation of probability has also been changed.
