What do you mean? Should be able to just hit submit and it will charge your account, it pays first, then you get the item in game (this is a manual process as we verify each order to ensure it went through)

He isn't using a normal credit card. He has a card that he prepays an amount, and it has a mastercard or visa logo and makes credit card machines think it's a credit card.
