I was wondering how I go about purchasing a house on this shard? The vendors who normally sell deeds don't seem to have any.

You need to find an architect/real estate salesman (There's one in luna by the carpenters). You will know you got the right person if you go to buy from them and they have "house placement tools". These tools will allow you to build classic houses or custom houses. Choose a spot and your house or base and voila.
