According to that post any high famed creature can drop this powder, but Shadow Wyrms and the like in Destard do not drop these resources. I've killed enough to know, even with "high" luck.

Its a known bug, there was a mixup with a script, should be fixed next SW.

Ya, I was wondering that myself then discovered that when the system was converted to be easier to manage, the greater powder was left out of the drop list. It'll be in next server wars along with the supreme masterpiece resource drops.
